
With the 1980's European Championship, UEFA introduced two main changes to the format of the tourney. Following the increasing importance of football in many european countries and the growing participation to the qualifying rounds, the number of the teams involved in the final phase was increased from 4 to 8.
Because of the expansion of the format, the final phase became more complex, with the 8 qualified teams divided into two groups, followed by the finals games for the 1st-4th positions.
The hosting country was chosen before the start of the qualifying phase and got the right to enter the final tourney without having to play in the qualifying phase.
Howewer, the general level of the competition decreased from the higher standard reached in the previous edition, the defensive style prevailed to the offensive one and most of the games received a poor rating.
The European Championship 1980 in Italy was divided in two phases: the first one was a qualifying phase involving 31 teams and the second phase was a final tournament with the eight qualified teams. The participants were divided into 7 groups with the winning teams qualified for the final phase.
Belgium, Czechoslovakia, England, Greece, Netherlands, Spain, West Germany joined hosting Italy at the final event.
